Evacuation trains continue to bring families from frontline and occupied areas to Kovel in the western Ukrainian region of Volyn. Many have fled cities such as Izyum in the Kharkiv region, where most of the city has been destroyed by the war. Others escaped after months under Russian occupation, following heavy bombardment or active fighting.
These families have lost far more than their homes. Many children have missed months or even years of regular schooling, experienced violence or hunger, or lost close family members. In some cases, older siblings have found themselves caring for their younger brothers and sisters.
In February 2026, Care in Action launched a new project in Kovel to support particularly vulnerable children and their families. Many had been displaced multiple times within Ukraine, and were facing significant emotional, social, and educational challenges. At the same time, there were few local services equipped to meet their complex needs.
Building on years of experience supporting war-affected and displaced families in Dnipro, Care in Action worked with local authorities and professionals to develop a comprehensive programme combining therapeutic support, educational assistance, group activities, help with school enrolment, and practical support for everyday life.
Project Achievements: February–June 2026:
Our support ranges from clothing, beds, household appliances and kitchen equipment to help finding schools, employment opportunities and appropriate therapeutic services. The aim is not only to meet immediate needs, but also to help families build stable, independent lives for the future.
One of the families receiving support is the Bazhan foster family. Originally from Izyum, they lost their home because of the war and were displaced to Kovel. After the death of the children's single mother, the eldest brother, Denys, took responsibility for his younger siblings and their grandmother, who is in poor health. With support from the project team, he was able to obtain legal guardianship.
Alongside speech therapy and children's group activities, the family received a refrigerator. Although it may seem like a simple form of support, it has made a significant difference to daily life. Food can now be stored safely, shopping planned more efficiently, and meals prepared in advance.
The family also says how happy they are that the children have become more confident. The children communicate more easily, engage more openly with others, and are increasingly able to understand and express their emotions.
Lilia and her two children were also forced to flee their home because of the war. After being displaced within Ukraine, they settled in Kovel. Lilia's son has a disability, and to manage the cost of rent, the family now shares accommodation with the Bazhan family. Together, the two families support one another and manage everyday life as a community.
For Lilia's daughter, attending a summer camp was a particular highlight. She returned with new friendships, positive experiences, and greater self-confidence. Family events, workshops, and support groups help displaced families to build relationships, regain confidence, and begin to feel part of their new community.
The work in Volyn is made possible through donations from Germany. This support enables children and families displaced within Ukraine after bombardment, occupation, and the loss of their homes to receive therapeutic care, educational support, and practical assistance with the essentials they need to rebuild their lives.
